NHỮNG KẾT QUẢ MỚI CỦA LUẬN ÁN

Tại tỉnh Thái Nguyên trong những năm gần đây chưa có một công trình nghiên cứu, luận án tiến sĩ nào nghiên cứu một cách toàn diện và chuyên sâu về phát triển HTXNN tại tỉnh Thái Nguyên. Mặc dù đạt được những giá trị khoa học nhất định, nhưng các công trình nghiên cứu được đề tài tổng quan ở phần trên vẫn còn những khoảng trống về mặt lý luận, thực tiễn, mà luận án đã trả lời được các câu hỏi như sau:

- Dưới góc độ kinh tế chính trị thì lý luận về phát triển HTXNN ở tỉnh Thái Nguyên cần được luận giải ra sao?

- Những rào cản gì, yếu tố nào ảnh hưởng đến phát triển HTXNN tại Thái Nguyên. Cần tháo gỡ như thế nào?

- Thực trạng phát triển HTXNN ở Tỉnh Thái Nguyên theo Luật HTX năm 2012 trong giai đoạn 2019-2022 ra sao? Tại sao HTXNN chưa thực sự là tổ chức kinh tế đại diện cho lợi ích của nông dân, cộng đồng và chưa trở thành động lực trong giải quyết vấn đề nông nghiệp, nông dân, nông thôn của Tỉnh Thái Nguyên? Đâu là những vấn đề cần tập trung giải quyết để thúc đẩy phát triển HTXNN ở Tỉnh Thái Nguyên hiệu quả trong thời gian tới?

- Các chính sách Trung ương và địa phương tác động như thế nào đến việc phát triển HTXNN tại tỉnh Thái Nguyên, cần cải tiến và bổ xung những chính sách liên quan gì để tạo động lực thúc đẩy phát triển HTXNN ở tỉnh Thái Nguyên nói riêng và trong cả nước nói chung.

- Để phát triển HTXNN thời gian tới Tỉnh Thái Nguyên cần có những định hướng, những giải pháp cụ thể nào?

Những vấn đề đặt ra mà luận án cần tiếp tục giải quyết ở trên có tính cấp thiết cả về lý luận và thực tiễn. Trả lời được các câu hỏi đó sẽ giúp NCS thực hiện được mục đích, nhiệm vụ nghiên cứu mà luận án đã xác định.

Trên cơ sở nghiên cứu kết quả lý thuyết và thực tiễn của địa phương, luận án đã có những đóng góp về mặt khoa học và thực tiễn như sau:

• Hệ thống lại các cơ sở lý luận để nhận ra được tầm quan trọng của phát triển HTXNN đối với phát triển nông nghiệp và nông thôn ở Việt Nam, trong đó có tỉnh Thái Nguyên.
• Mô tả được thực trạng hoạt động và phát triển HTXNN ở địa phương. Qua đó nhận ra các thuận lợi, khó khăn, tìm ra các yếu tố tác động đến hiệu quả và phát triển HTXNN. Kết quả xác định các yếu tố bên trong và bên ngoài nêu trên liên quan phát triển HTX đóng vai trò cực kỳ quan trọng, không những giúp hộ nông dân nhỏ tăng thu nhập, mà còn đóng góp rất lớn về phát triển HTXNN trong các chương trình và đề án liên quan đến tái cơ cấu nông nghiệp và thực hiện các tiêu chí liên quan xây dựng xã nông thôn mới.
• Từ kết quả nghiên cứu sẽ chuyển giao đến các cơ quan quản lý nhà nước tại tỉnh Thái Nguyên nhằm hỗ trợ nâng cao năng lực và phát triển HTXNN hiệu quả hơn trong tương lai.
• Đề ra các giải pháp có tính khoa học về phát triển HTXNN tỉnh Thái Nguyên nhằm khắc phục những khó khăn, yếu kém trong công tác tổ chức, điều hành hoạt động của các HTX trong giai đoạn hiện nay.
• Đề xuất về cơ chế, chính sách để hỗ trợ các HTXNN phát triển, phát huy lợi thế, tiềm năng kinh tế trong khu vực kinh tế HTX của tỉnh Thái Nguyên.
• Luận án sẽ là tài liệu khoa học hữu hiệu cung cấp các số liệu, dẫn liệu khoa học về phát triển HTXNN cho các nhà khoa học, các nhà nghiên cứu về HTXNN.
• Luận án còn là tài liệu tham khảo tốt trong quá trình giảng dạy các bậc đại học, sau đại học về ngành phát triển nông thôn và kinh tế nông nghiệp

NEW FINDINGS OF THE DISSERTATION

In Thai Nguyen province in recent years, there has not been any research project or doctoral thesis that comprehensively and in-depth studies the development of agricultural cooperatives in Thai Nguyen province. Despite achieving certain scientific values, the research projects reviewed in the above section still have theoretical and practical gaps, but the thesis has answered questions such as: after:

- From a political economic perspective, how should the theory of agricultural cooperative development in Thai Nguyen province be interpreted?

- What are the barriers and factors affecting the development of agricultural cooperatives in Thai Nguyen? How should they be resolved?

- What is the current status of agricultural cooperative development in Thai Nguyen province according to the 2012 Law on Cooperatives in the period of 2019-2022? Why are agricultural cooperatives not really economic organizations representing the interests of farmers and the community and have not become a driving force in solving agricultural, farmer, and rural issues in Thai Nguyen province? What are the issues that need to be focused on to effectively promote the development of agricultural cooperatives in Thai Nguyen province in the coming time?

- How do central and local policies affect the development of agricultural cooperatives in Thai Nguyen province? What related policies need to be improved and supplemented to create momentum to promote the development of agricultural cooperatives in Thai Nguyen province in particular and in the whole country in general.

What specific directions and solutions are needed to develop agricultural cooperatives in the coming time in Thai Nguyen Province? The issues raised above that the thesis needs to continue to address are urgent in both theory and practice. Answering these questions will help the PhD student achieve the research goals and tasks that the thesis has identified.

 

APPLICABILITY IN PRACTICE AND ISSUES NEED TO CONTINUE STUDYING

Based on the study of theoretical and practical results of the locality, the thesis has made the following scientific and practical contributions:

- Systematize the theoretical basis to realize the importance of agricultural cooperative development for agricultural and rural development in Vietnam, including Thai Nguyen province.

- Describe the current state of operation and development of agricultural cooperatives in the locality. Thereby recognizing the advantages and disadvantages, finding factors affecting the effectiveness and development of agricultural cooperatives. The results determine that the above internal and external factors related to cooperative development play an extremely important role, not only helping small farmer households increase their income, but also making a great contribution to the development of agricultural cooperatives in rural areas. Programs and projects related to agricultural restructuring and implementation of criteria related to building new rural communes.

- The research results will be transferred to state management agencies in Thai Nguyen province to support capacity building and more effective development of agricultural cooperatives in the future.

- Proposing scientific solutions for the development of agricultural cooperatives in Thai Nguyen province to overcome difficulties and weaknesses in the organization and operation of cooperatives in the current period.

- Propose mechanisms and policies to support agricultural cooperatives to develop and promote advantages and economic potential in the cooperative economic sector of Thai Nguyen province.

- The thesis will be an effective scientific document providing scientific data and evidence on agricultural cooperative development for scientists and researchers on agricultural cooperatives.

- The thesis is also a good reference during the teaching process at undergraduate and postgraduate levels in rural development and agricultural economics.
