NHỮNG KẾT QUẢ MỚI LUẬN ÁN

- Về mặt khoa học: Nghiên cứu tổng hợp và xây dựng khung lý thuyết về quản lý KTVBG, bao gồm: làm rõ khái niệm KTVBG, quản lý KTVBG, các nội dung quản lý và các đối tượng ảnh hưởng, các bên liên quan đến quản lý KTVBG; Luận án là đề tài đầu tiên nghiên cứu về quản lý KTVBG tại tỉnh Cao Bằng.

- Về mặt thực tiễn: Nghiên cứu, đánh giá thực trạng quản lý KTVBG tại tỉnh Cao Bằng chỉ ra một số vấn đề cơ bản sau:

i) Luận án đã phân tích thực trạng và làm rõ các thành công, hạn chế và nguyên nhân trong quản lý KTVBG tỉnh Cao Bằng.

ii) Nghiên cứu các yếu tố ảnh hưởng đến quản lý KTVBG cho thấy: Các yếu tố năng lực quản lý được đánh giá là có ảnh hưởng lớn nhất đến hiệu quả quản lý KTVBG tỉnh Cao Bằng (beta=0,501). Các yếu tố có mức ảnh hưởng tiếp theo lần lượt là: yếu tố môi trường (beta=0,389) và phạm vi quản lý (beta=0,352).

iii) Luận án cũng đã đề xuất các giải pháp phù hợp với thực trạng quản lý KTVBG tỉnh Cao Bằng: Đề xuất xây dựng quy hoạch kết nối các trọng điểm phát triển trong KKTCK với các trọng điểm của tỉnh và khu vực; Đề xuất xây dựng các chính sách đặc biệt thu hút đầu tư và hỗ trợ hoạt động của các doanh nghiệp trong quản lý KTVBG; Đầu tư phát triển cơ sở hạ tầng góp phần mở rộng quan hệ kinh tế và đẩy mạnh công nghiệp hóa và phát triển nông thôn làm phong phú thêm danh mục hàng hóa trao đổi tại KVBG; Chính sách marketing địa phương xây dựng hình ảnh KVBG phát triển năng động…

KHẢ NĂNG ỨNG DỤNG TRONG THỰC TIỄN

Kết quả nghiên cứu của luận án là tài liệu tham khảo khoa học cho các nhà nghiên cứu, các sinh viên, học viên, các đối tượng quan tâm tới các vấn đề về quản lý KTVBG.

Kết quả nghiên cứu của luận án là cơ sở khoa học giúp những nhà hoạt định chính sách có một cái nhìn cụ thể và toàn diện để thiết lập và tiến hành có hiệu quả hơn các chương trình chính sách quản lý KTVBG tại tỉnh Cao Bằng nói riêng và chính sách liên kết vùng với các tỉnh biên giới Việt - Trung nói chung, góp phần nâng cao thu nhập và đời sống KTXH tại địa bàn trong tương lai, đóng góp cho sự phát triển KTXH.

Các giải pháp được đề xuất trong dự án dựa trên các phân tích về thực trạng phát triển KTVBG của tỉnh Cao Bằng so với mong muốn và đánh giá của các nhà đầu tư, doanh nghiệp, vì vậy góp phần tạo ra môi trường đầu tư kinh doanh tốt hơn cho các nhà đầu tư, doanh nghiệp.

Phát triển KT-XH và giữ gìn AN-QP là điều kiện đảm bảo để nâng cao chất lượng đời sống cho người dân ở KVBG. Đồng thời, trong quá trình phát triển không tránh khỏi cả những ảnh hưởng tiêu cực tới đời sống của người dân. Vì vậy, NCS đã lấy ý kiến của người dân địa phương và đưa ra đề xuất về việc thực hiện các chương trình tập huấn dân cư để họ nhận thức đúng và tích cực hỗ trợ cho quá trình phát triển KTVBG.

NHỮNG VẤN ĐỀ CÒN BỎ NGỎ CẦN TIẾP TỤC NGHIÊN CỨU

Mặc dù đã hết sức nỗ lực và cố gắng song luận án cũng không tránh khỏi thiếu sót và vẫn còn có những hạn chế nhất định: các nghiên cứu sơ cấp với các nhóm mẫu quy mô còn hạn chế có thể ảnh hưởng đến ý nghĩa thống kê của nghiên cứu, chưa đưa ra được đánh giá chi tiết và so sánh lợi thế của từng khu vực trong KKTCK tỉnh Cao Bằng để có những đề xuất quản lý cụ thể hơn. Đây sẽ là những vấn đề gợi mở cho các nghiên cứu tiếp theo.

NEW FINDINGS OF THE DISSERTATION

- Theoretically: Research, synthesize, and develop a theoretical framework for border economic management, including clarifying the concept of border economy, border economic management, and management contents of border areas management and influencers and parties involved in the economic management of border areas; The thesis is the first research on economic management in border areas in Cao Bang province;

- In terms of practice: Research and assessment of the current situation of economic management in the border area in Cao Bang province points out some basic issues as follows:

i) The thesis has analyzed the current situation and clarified the successes, limitations, and causes in economic management in the border region of Cao Bang province.

ii) The study of factors affecting the economic management of the border in Cao Bang Province shows that: Management capacity factors are assessed to have the greatest influence on the effectiveness of economic management in the border area of Cao Bang province (beta = 0.501). The factors with the next level of influence are environmental factors (beta = 0.389) and management scope (beta = 0.352).

iii) The thesis has also proposed solutions suitable to the current situation of economic management in the border area of Cao Bang province: Proposing to build a master plan to connect the key development in the economic zone with the key areas of the province; Proposing to develop special policies to attract investment and support the operation of enterprises in border economic zones; Investment in infrastructure development contributes to expanding economic relations and promoting industrialization and rural development, enriching the list of goods exchanged in border areas; Local marketing policies build the image of a dynamically developing border region…

POSSIBILITY OF APPLICATION IN PRACTICE

The research results are scientific references for researchers, students, practitioners, and subjects interested in issues of economic management of border areas.

The research results are the scientific basis to help policymakers have a specific and comprehensive view to establish and conduct more effective policy programs on the economic management of border areas in Cao Bang province in particular and the policy of regional linkage with Vietnam - China border provinces in general, contributing to improving income and socio-economic life in the area in the future, contributing to the socio-economic development of the province.

The solutions proposed in the project are based on the analysis of the actual situation of economic development in the border region of Cao Bang province compared with the wishes and evaluations of investors and businesses, thus contributing to creating a better business investment environment for investors and businesses.

Socio-economic development and maintenance of security and defense are guaranteed conditions to improve the quality of life for people in border areas. At the same time, in the process of development, it is inevitable that there will be negative impacts on people's lives. Therefore, the PhD student has consulted with local people and made recommendations on the implementation of training programs for residents so that they can properly perceive and actively support the economic development of the border areas.

SOME ISSUES FOR FURTHER RESEARCH

Despite the best efforts, the dissertation cannot avoid shortcomings and still has certain limitations: primary studies with limited sample groups can affect the significance of the results; according to the study's statistics, the detailed assessment and comparison of advantages of each area in the Cao Bang SEZ have not been made to have more specific management proposals.

These will be suggestive issues for further research.
